Singapore citizens or PRs, Singapore-registered organisations, or collectives with a majority of Singapore citizens or PRs; foreign collaborators are allowed under local-lead rules

Up to 100% of realistic costs, capped at S$500,000 for productions or S$300,000 for ecosystem development
